Municipal salaries are being reformed when a new salary scale system is introduced. The aim is to make salaries clearer and more transparent between different positions. The reform is included in the largest collective agreements in the municipal sector: KVTES (Municipal General Civil Service and Collective Agreement), which applies to the majority of employees and office holders, and OVTES (Municipal Teaching Personnel and Collective Agreement) for early childhood education personnel.
The flat salary system will be introduced nationwide, but requires the preparation of a local flat salary model. The system applied in the city of Kankaanpää has been prepared by a local salary working group. The group has been working since the spring and has included Anna Vanhahonko, Director of Administration and Human Resources, Heikki Kiviniemi, Director of Education, Päivi Keskinen, Human Resources Specialist, and the chief shop stewards of the main contracting organizations: Kristiina Yli-Rajala JUKO ry, Eevaliisa Toivola JYTY ry and Jari Palokangas JHL ry. The work has also benefited from the expertise of superiors.
– The level salary system is based on the level criteria of competence and responsibility, which are defined in the salary supplements. There are three levels of competence and responsibility per salary group: A, B and C. Local level criteria have been created for each salary group level, which take into account the mandatory national criteria, and a defined level salary in euros. No one's actual salary will decrease in the reform, explains the Director of Administration and Human Resources of the City of Kankaanpää Anna Vanhahonko.
The system will be implemented on October 1.10, 2025 and will affect more than 300 city employees. The new system replaces the salary system based on the complexity of the job. The City Council will discuss the matter at its meeting on September 22.9. Personnel have already been informed about the reform and more detailed information sessions will be organized to implement the system.
– I would like to thank the working group for the smooth cooperation. The level pay system makes the basis for pay clearer and more understandable for the personnel. It is important that its effects and application are communicated openly, says Vanhahonko.
