Residential and leisure properties and other waste producers are required by the Waste Act to join the waste management system of the City of Kankaanpää for municipal waste falling within the scope of the city's obligation to organize waste management and to comply with waste management regulations.

The aim of the waste management regulations is to promote the implementation of the Waste Act (646/2011) taking into account local circumstances. The aim of the waste management regulations is to prevent harm or hazards to health or the environment caused by waste or waste management and to promote compliance with the order of priority. The waste management regulations are issued by the waste management authority (technical board) of the city of Kankaanpää.

The Waste Act requires that all activities be prioritized. According to this, the primary objective is to reduce the amount and harmfulness of waste generated. The waste generated must be prepared for reuse or recycled as a secondary objective. If recycling is not possible, the waste must be utilized in other ways, such as in energy production. The last option is the final disposal of the waste, for example, placing it in a landfill.

The basic principle is that waste transport takes place from a reception or collection point arranged by the property owner, where the necessary waste containers are placed. In the area of ​​application of these waste management regulations, waste transport arranged by the property owner is in use. The property owner is responsible for ordering waste transport for the property. The waste is transported to a location designated by the waste company (Pohjois-Satakunnan Jätteidenkäsittely Oy), after which it is transferred for processing. Waste under producer responsibility, such as recyclable paper, is delivered to locations designated by producers.

The duties of the waste management authority include:

  • issuing general waste management regulations
  • decisions to deviate from waste management regulations
  • approval of waste tariff
  • waste fee decisions and fee collection
  • waste transport system decisions
  • waste transport monitoring
  • keeping the waste transport register
  • decisions to deviate from municipal waste management

 

(JL Section 42) Compliance with waste management regulations is the responsibility of the city's Environmental and Health Board and the Licensing and Supervision Authority. The supervisory authority's duties are:

  • monitor compliance with the Waste Act
  • if necessary, issue special supervisory orders to correct negligence and violations
  • attach a penalty such as a threatened fine to the supervision order•make decisions in supervision matters
  • handle notification and permit matters falling within its jurisdiction and monitor compliance with decisions

Tasks related to the practical implementation of waste management, such as organizing waste processing, have been assigned to the municipal waste company Pohjois-Satakunnan jätteidenkäsittely Oy. The waste company's tasks are:

  • regional collection of recyclable waste
  • reception of hazardous waste
  • Organizing processing: building and maintaining processing sites and acquiring processing services
  • waste advice and information
