What is the basic Waste Management fee, or eco-fee?

The basic waste management fee, commonly known as the Eco-Fee, is a fixed basic fee charged for all habitable dwellings and holiday homes, in accordance with Section 78 of the Waste Act. The basic fee covers the costs incurred by the municipality for waste advice, which is the responsibility of the municipality in Section 98, subsection 1 of the Waste Act, for maintaining the register, which is the responsibility of the municipality, and for other similar tasks related to organizing waste management, such as the costs of establishing and maintaining reception sites for hazardous waste and other waste.

According to the Waste Act, municipal waste management services for residents may not be provided with tax funds; the costs of waste management services assigned to municipalities must be invoiced separately.

In accordance with the valid waste fee, Pohjois-Satakunnan jätteidenkäsittely Oy collects the waste fee under Section 80 of the Waste Act on behalf of the City of Kankaanpää, which covers all costs incurred in carrying out the tasks prescribed under the Waste Act for which the city is responsible.

The basic waste management fee is determined to be payable according to the property information on the first day of January in each payment year. The basic fee is based on the property's ownership, purpose of use and number of apartments.

In two-apartment properties where the residents practically form one household, the fee may be determined based on one residential apartment.

An uninhabitable property may be exempted from basic waste management fees by decision of the authority in accordance with Section 81 of the Waste Act.

The currently valid value added tax is added to the VAT-free price of the basic fee.

 

Basic fee invoicing

The basic fee must be paid to the municipality or an entity acting on behalf of the municipality in accordance with Section 83 of the Waste Act, which arranges the aforementioned waste management services. Pohjois-Satakunnan Jätteidenkäsittely Oy is responsible for invoicing the basic fee for waste management, collecting it and other financial administration, as well as implementing and maintaining the necessary registers and informing those liable to pay, with all its tasks.

The basic fee is invoiced annually in one installment. The fee is determined by the person who owns the apartment at the beginning of the payment year on 1 January. In real estate and limited liability company properties, the invoice is submitted to the housing company. The fee is determined according to the intended use of the property in question and the number of apartments at the beginning of the payment year.

Starting from January 1, 2027, a paper invoicing surcharge of €4,00 per paper invoice sent will be introduced for waste management invoicing. In addition to paper invoices, the options for waste management invoicing include e-invoice/online invoice and email invoice.
