Satakunta regional plan

A regional plan is a general land use plan. A regional plan is a plan presented on a map of the principles of land use and community structure, as well as areas necessary for the development of the region. The Satakunta Regional Council prepares regional plans for the Satakunta region and the Ministry of the Environment confirms them.

The regional plan is the most general of the plans in the land use planning system. It conveys national land use objectives to municipal planning and coordinates them with provincial and local objectives. It is also a guideline when preparing municipal plans. The use of land or the structure of the community, including private homes, are decided in the general and local plans prepared by the municipalities.

The regional plan is not valid in the area of ​​a legally effective general or local plan, except when these plans are amended. That is, in areas where a general or local plan in accordance with the Land Use and Building Act is in force, land use and construction are guided by these plans.

A regional plan can also be prepared in stages or by sub-area.

The Satakunta Regional Council is currently working on the Satakunta Regional Plan 2050. The preparation of the Satakunta Regional Plan 2050 began at the end of 2021. The Satakunta Regional Plan 2050 will be prepared as a comprehensive regional plan covering all forms of land use, which will address the principles of land use and community structure, and areas necessary for development throughout the entire region.

The key starting point for the preparation of the Satakunta Regional Plan 2050 is the current Satakunta Regional Plan, Satakunta Phased Regional Plan 1 and Satakunta Phased Regional Plan 2, whose plan markings and regulations are reviewed on the basis of the renewed national land use objectives, the latest reports, plans and inventory data. The intention is that when the Satakunta Regional Plan 2050 enters into force, it will repeal the previous comprehensive and phased regional plans for Satakunta.

The Satakunta Regional Plan 2050 is intended to proceed to the proposal and approval phase during 2026-2027. In its meeting on 23 February 2026, the Regional Government decided to request statements on the material of the proposal phase 1 of the Regional Plan 2050 from parties in accordance with Section 13 of the Land Use and Building Decree during spring 2026. The goal is that the material of the proposal phase 2 of the Satakunta Regional Plan 2050 would be ready for display in the autumn of 2026. The Satakunta Regional Plan 2050 will be approved by the highest decision-making body of the regional association, i.e. the Satakunta Association's Regional Council.
