Street and investment permits

No work may be carried out on streets and other public areas without permission from the city.

The city's technical center directs and monitors work on streets and other public areas. Based on notifications, the city monitors that the work does not cause unreasonable disruption to traffic or damage existing structures.

The applicant for a street permit must comply with the city's street work permit guidelines. The updated guidelines were approved by the technical committee on March 19, 2025, Section 39 and will enter into force on April 15, 2025.

Street permit

You apply for a street permit when you, as the applicant, want to temporarily use an area belonging to the city, for example for excavation purposes, carrying out work or organizing an event.

Such jobs include, for example:

• various excavation works such as pipe and cable work
• construction and repair work on a property, if part of a street or public area is designated as a construction site
• scaffolding erected on the street or in a public area
• construction of plot connections
• lifting work carried out from the street or public area
• Temporary storage of pallets, construction site booths, construction materials, etc. in the public area.

Investment agreement

If necessary, an installation agreement must be made between the applicant and the city for the placement of wires, equipment, cables and other permanent structures in a public area. You do not need an installation permit for water and sewer connections to plots; a connection permit and a street permit are sufficient.

Temporary event, concert or similar

A temporary event, concert or similar event held in a public area, or the use of a public area, also requires a permit. For the use of public areas such as the market square, parks and street areas, a permit is applied for from the Technical Center. The permit is granted by the Technical Director.

Note! Permission is required from the property manager for use in the courtyards of properties, e.g. school courtyards.

The permit application can be in a free format, but it must include essential information related to the event, such as detailed schedules, street use plans, and a traffic control plan. The permit applicant is also responsible for notifying and issuing permits to the police and rescue authorities.
