Scrap vehicles
Vehicle transfer and abandoned vehicles
The removal of vehicles is regulated by the Act on the Removal of Vehicles (1508/2019). The act applies, among other things, to abandoned vehicles, scrap vehicles and vehicles that hinder the maintenance and cleanliness of areas.
The City of Kankaanpää is obliged to remove from a street or other public area a vehicle that can be considered abandoned or scrapped based on its condition, value or other obvious factors.
The city may also move a vehicle when it hinders maintenance or cleaning work, the organization of an event, or is not suitable for traffic use, for example due to a missing inspection, motor vehicle insurance, or vehicle tax.
Streets and public areas are not places intended for long-term storage of vehicles.
When can a vehicle be moved?
A vehicle can be transferred locally or to a warehouse, for example, when:
- the vehicle is parked incorrectly
- the vehicle is obstructing work being done on the street or road
- the vehicle is hindering the organization of the event
- the vehicle has been abandoned
- the vehicle is a scrap vehicle
- the vehicle has been left at the scene of the accident
The decision to move vehicles that are parked incorrectly and that are obstructing traffic is made and the move is carried out by the police or the city's competent authority.

The Southwest Finland Vitality Centre is responsible for abandoned vehicles on public roads.

Abandoned vehicles
The city will place a removal notice on the vehicle and will also send it to the owner or keeper of the vehicle, if the information is available. The owner of the vehicle has seven (7) days to remove the vehicle.
If the transfer request is not followed, the city will make a transfer decision and transfer the vehicle to storage:
Kankaanpää city warehouse, Rautatienkatu 5, 38700 Kankaanpää.
The city shall notify the last registered owner or holder of the transfer. If the owner or holder is not known, the transfer shall be announced by public notice in the city on the website and on the bulletin board.
Picking up a vehicle from storage
The vehicle owner can redeem the vehicle from the city's warehouse by paying the costs of transportation and storage.
The person collecting the vehicle must:
- prove ownership of the vehicle
- identify oneself
- pay for transportation and storage costs
The vehicle will become the property of the City of Kankaanpää 67 days after the transfer. After the transfer of ownership, vehicles not picked up will become the property of the city.
The city will invoice the owner or holder of the vehicle for the transfer and storage costs confirmed by the technical committee.
Rectification claim
You can file a claim for rectification against the transfer decision using the city's claim for rectification form.
Vehicles transferred to city ownership
Vehicles that have been transferred to the city's ownership are generally sold for scrapping. Buyers submit scrapping certificates for the vehicles to the city.
Scrap vehicles
The last owner of the vehicle is obliged to deliver the end-of-life vehicle to a reception point arranged by the producer or producer organisation.
The vehicle can be delivered free of charge to any official collection point authorized by car manufacturers and importers.
The collection point will issue a scrapping certificate, which is required to remove the vehicle from the vehicle register. More information can be found at From the car recycling website.
The city is responsible for the removal of end-of-life vehicles within its area. If the owner or holder of an end-of-life vehicle neglects their obligation to deliver the vehicle to an appropriate collection point, the city
gives a seven (7) day notice to move the vehicle. After this, the vehicle will be moved for scrapping.
If, for example, the vehicle has burned down or is otherwise an immediate danger to people or the environment, it can be delivered immediately to an official collection point without prior notice.
Ownership of the scrap vehicle is transferred to the city immediately upon the city taking possession of the vehicle.
Moving a vehicle from private property
The city may transfer, upon a justified request from the owner of a private area:
- an incorrectly parked vehicle
- abandoned vehicle
- scrap vehicle
Before making a request for official assistance
The owner or occupier of private land must:
1. make a proven attempt to reach the owner or keeper of the vehicle
2. find out the owner information, for example from Traficom, if the vehicle has license plates
3. affix a free-form notice of transfer to a visible location on the vehicle for at least a week
4. take two (2) photos:
- from the transfer request so that the text is readable
- of the transfer request and the vehicle license plate in the same image
Making a request for official assistance
If the vehicle has not been moved by the deadline, the owner or occupier of the area may submit a written request for official assistance to the city.
The following must be submitted as an attachment to the application:
- the above-mentioned photographs
- a written statement of attempts to reach the owner or keeper

A request for official assistance can be made by the owner, occupier or their authorized representative.
If the transfer costs cannot be collected from the owner or holder of the vehicle, the costs will be invoiced to the person who ordered the transfer.
