Real estate formation

Real estate formation refers to the measures, deliveries and decisions that maintain the real estate system and the real estate register.

In a local plan area, a prerequisite for a building permit is that the building site has been subdivided and registered in the land register.

The land registrar will determine whether the formation of the plot requires subdivision or whether the property's type and/or identification can be changed by a decision by a property engineer.

Measures are applied for either from the city or the land survey office, depending on the location of the area:

• The Kankaanpää City Survey Office is responsible for real estate transactions carried out in the local plan area.
• The National Land Survey of Finland is responsible for real estate transactions carried out outside the local plan area.
