Building supervision
Changes to permit forms
From 1 January 2025, the building permit will be changed to a construction permit and the measure permit and measure notification will be completely eliminated. In a planning need area, a planning need decision will no longer be made, but the conditions for placement will generally be decided in connection with the building permit. At the applicant's request, the conditions for placement can also be decided separately from the building permit with a placement permit.
The permit threshold is changing
A building permit is always required for a residential building or holiday home.
From 1 January 2025, separate buildings under 30 m² and sheds under 50 m² will not require a permit if they comply with the plan, construction guidelines and building regulations. Buildings exempt from a permit include, for example, a courtyard sauna, carport, summer kitchen or warehouse.
Construction in a planning need area and a coastal area almost always requires a location permit or a deviation decision, regardless of the amount of construction, when it is a new, undeveloped construction site.
By law, expanding an existing building that requires a permit always requires a permit. The same applies if a building exempt from a permit is expanded to exceed 30 m2, and is therefore completely subject to a permit.
The Building Act does not exempt all minor construction projects from a permit. Such projects may include, for example, a property's sewage system, a pier, fencing and facade changes. Based on the Building Act, a municipality can exempt minor construction projects from a permit through its building regulations, as it did before.
However, construction always requires a building site and building rights. A project may require applying for a deviation permit even if it does not require a building permit.
THE PERMIT POINT IS THE PLACE FOR ALL PARTIES IN CONSTRUCTION TO APPLY FOR PERMITS
Kankaanpää uses the electronic Lupapiste service, which streamlines permit processing.
The permit point streamlines permit processing and frees the permit applicant from agency schedules and the need to submit paper documents to different parties. The service brings together different parties involved in building permits at a common address and enables advice, permit applications and official dealings to be handled electronically. The service advises the applicant on the need for permits and the requirements for applying for permits. In the service, the applicant can follow the progress of permits and see comments and changes made by other parties, such as the authority, designers or other project parties, in real time.
Using the service is easy:
1. Register for the service the first time you use it with your online banking ID or mobile certificate, then log in with your email address and password.
2. Select the location and main activity of your project. The service will guide you to make a survey related to the project or create an application, depending on your needs.
3. Invite the necessary parties to the project from the “Parties” tab. The information of those who have approved can be selected directly in the application. If a lead designer is required for the project, he or she is generally responsible for promoting the project and communicating with authorities at the Permit Point.
4. Save project-related information and documents together with other parties. All information you enter is automatically saved and you can continue completing it at a convenient time.
5If necessary, ask the authority for advice through the project-specific "Messages" window.
6. Submit your application to the authority from the "Submitting an application" tab.

Plan guides construction and defines, among other things, the intended use of areas and the amount and location of construction. The planning needs decision considers the conditions for granting a building permit outside the local plan. Most planning needs decisions are made in building supervision.
By building order The municipality determines whether smaller buildings require a permit. A permit is required for new construction and for changes to the purpose of use of the premises, structures, HVAC installations or facade materials, as well as for building modifications and repairs.
The task of building supervision is to supervise construction activities in the public interest and to provide the necessary general guidance and advice on construction.
