The housing renovation grant is intended to improve the opportunities for elderly and disabled people to live at home and to promote the accessibility of the residential building stock.

Since the beginning of 2017, the Housing Finance and Development Centre (ARA) has acted as the authority granting renovation grants. ARA is responsible for applying for grants, making decisions, paying them and monitoring them.

The municipality does not have any statutory duties under the Renovation Grants Act. The municipality provides ARA with additional information upon request and carries out monitoring visits as authorized by ARA.

According to the Act on Renovation Grants for Residential Buildings and Apartments (Renovation Grants Act), a renovation grant can be granted to:

  • For the repair of the home of an elderly or disabled person. The amount of the grant is a maximum of 50% of the approved costs, for a special reason a maximum of 70% of the approved costs. Can only be granted to a natural person.
  • For elevator retrofitting (elevator assistance)
  • To remove a mobility obstacle (accessibility assistance)

The maximum grant for retrofitting an elevator and removing a mobility barrier is 45% of the approved costs. Elevator and accessibility grants can only be granted to communities.
