Construction permits
Construction Act (751/2023) Permits are applied for through the Permit Point.
BUILDING PERMITS FROM 1 January 2025
Building permit
Anyone undertaking a construction project must ensure that the planning and implementation of the construction is carried out in accordance with the construction regulations, rules and permits issued.
According to the new Construction Act, all construction permits are now issued with a building permit. In addition to new construction (at least 30 m²), a building permit is also required for large-scale renovation projects, building expansion or change of use, and many other measures. The permit is issued by the city's building control authority, which also advises and assists in permit matters.
It is always a good idea to ask the building control department first about whether a permit is required. Even if the measure does not require a building permit, it may require a deviation permit.
Regulations and obligations regarding the construction of buildings/structures exempt from permit requirements
Although the measure does not require a permit from the building control authority in accordance with Section 2.1, its implementation must take into account the regulations given in the local plan, fire regulations, any building code guidelines, environmental protection and waste management regulations, the cultural environment management plan and the built environment.
The building and structure must meet the essential technical requirements, regardless of whether it requires a permit.
If the regulations have not been complied with, the building control authority may oblige the property owner to change the measure taken.
Anyone undertaking a construction project must ensure that buildings and structures that are exempt from the requirement for permits are designed and constructed in accordance with the rules and regulations governing construction (Rakl, Section 91).
The maintenance obligation also applies to all buildings and structures, regardless of whether their construction required a permit or not (Rakl, Section 140).
A building exempt from a permit may still be subject to other obligations, such as property taxation. The owner or occupier of the property is obliged to report the building to the tax authorities.
How to apply
It is hoped that the permit will be applied for primarily through electronic services at Lupapiste.fi.
The need to complete the application and the scope of documents to be attached vary depending on the quality and significance of the project.
The building inspector decides on the construction permit.
Demolition permit
A demolition permit is required for demolition in local plan areas and master plan areas if the master plan so provides, as well as in construction prohibition areas. Demolition in connection with a building permit does not require a separate permit or notification, but demolition is processed in connection with the building permit.
The demolition permit is decided by the building inspector.
Notice of dissolution
A demolition notice is submitted for demolition outside the local plan area and within the local plan area when it concerns household and other minor buildings.
A building inspector will comment on the demolition notice.
Landscape work permit
A landscape work permit is required for earthworks and tree felling in a local plan area that significantly alter the landscape, unless the measure is in accordance with the approved building permit or is so minor that the permit threshold is not exceeded.
The minor nature of the project and the need for a permit are assessed by the decision-making authority, which should be contacted before carrying out the measure. A permit for felling trees is generally not required if the felling is minor.
Deviation
A deviation permit is required for deviations from the provisions of legislation or the local plan. Obtaining a deviation permit entitles you to apply for a building permit. In the case of minor deviations from the provisions, the matter can be resolved in connection with the construction permit processing.
The city planning board will decide on the deviation.
Minor deviations will be decided by the building inspector in connection with the permit decision.
Investment permit
A location permit is required when building in a planning area that is specified in the building regulations.
The investment permit determines whether the prerequisites for granting a construction permit exist or whether the prerequisites for investment must be examined through zoning.
Investment decisions are made by the city planning board.
