Energy efficiency agreements are an important part of Finland's energy and climate strategy and a primary means of promoting the efficient use of energy in Finland. Responsible and efficient energy use reduces carbon dioxide emissions that cause climate change.

Voluntary agreements are a way chosen jointly by the state and the sectors to fulfill the international energy efficiency obligations imposed on Finland. With comprehensive and effective agreement activities, it will be possible to achieve the obligations in the future without separate new legislation or other new coercive measures.

Kankaanpää is strongly committed to national energy efficiency targets. The city has joined the municipal energy efficiency agreement, which aims to achieve an indicative energy saving of at least 7,5 percent during the agreement period 2017–2025 and a total energy saving target of 2025 MWh by 3000.
