Food control
Food control supervises, among other things, the preparation, storage, marketing, serving, transportation or other delivery and handling of food. The task of control is to prevent health hazards and protect consumers from financial losses. Food operators are responsible for the safety of food themselves. The task of the food control of the city of Kankaanpää is to advise operators and consumers and to monitor that food sector operators comply with food regulations.
Food business operators' reporting obligation
A food business operator must submit a written notification of a food premises, including a mobile food premises, to the supervisory authority of the municipality where the premises are located no later than four weeks before the start of operations or any significant changes. The notification can be made using a separate form or via the electronic Ilppa notification service. The notification must be accompanied by a floor plan of the food premises, showing the premises and their intended use, as well as the placement of equipment and furniture. A fee according to the approved rate is charged for processing the notification. At the end of the processing, the supervisory authority sends the operator a written notification stating that the premises are subject to food control and fall within the scope of systematic food control.

The authority must be notified in writing without delay of any suspension, termination or other significant changes to the operation.
Small-scale sales or serving of food by private individuals or hobby clubs are exempt from the notification requirement if the activity is occasional and the risks are minor in terms of food safety and:
- the food industry activity takes place in the same premises as the operator's other business activity (e.g. serving coffee in connection with a hair salon or car inspection)
- the operator is a private person (e.g. occasional market sales, annual turnover is less than €15)
- The activity cannot be considered as a business activity (e.g. village clubs, associations).
Reporting the place of original production
The food business operator must notify the municipal supervisory authority of the primary production site and the primary production carried out there.
Plan for a self-monitoring system
According to Section 297 of the Food Act (2021/15), a food business operator must have a system in place to identify and manage the hazards associated with its operations and to ensure that the food and its handling meet the requirements set out in the food regulations. The results of the self-monitoring must be recorded with sufficient accuracy. The adequacy of the self-monitoring system is assessed during the first inspection visit to the food premises.
Information about mobile food premises
The sale or serving of food from a mobile food premises must be reported to the Food Control Authority of the City of Kankaanpää when the operation is registered outside the control area of the City of Kankaanpää. Mobile food operators registered in the control area of the City of Kankaanpää do not need to separately report their operations in the control area (Jämijärvi, Kankaanpää, Karvia, Merikarvia, Pomarkku and Siikainen).
The information must be received by the environmental services of the City of Kankaanpää no later than four business days before the start of the notified activity. There is no fee for processing the matter.
