A permit is required for the extraction of rock, gravel, sand, clay and soil in accordance with the Soil Materials Act. An environmental permit is required for the crushing of soil in accordance with the Environmental Protection Act if crushing is carried out in the same area for a total of more than 50 days or if the operation is carried out in a groundwater area. As of 1 July 2016, soil and environmental permit applications for the same project will normally be processed and decided together. A joint permit can be applied for with a single permit application.

The permit application must be accompanied by an extraction plan in accordance with the Soil Decree, which includes, among other things, a description of the extraction area, a report on groundwater conditions and groundwater observation sites, measures to reduce environmental hazards, and the aftercare of the extraction area. The application must be submitted in four (4) copies to the Environmental Service of the City of Kankaanpää.

A soil material permit is not required if the materials are taken for your own normal household use in housing or agriculture and forestry. The use must be related to construction or the maintenance of transport connections. Taking even a small amount of materials for sale (for example to a neighbor or the road authority) is not possible without a permit.

A notification must be submitted to the supervisory authority regarding the domestic extraction of soil if the amount to be extracted exceeds 500 cubic meters. A map indicating the location of the extraction area must be attached to the notification.
