Document publicity description
Report on the implementation of document transparency (Information Management Act Section 28)
The information management unit must maintain a description of the information resources it manages and the case register in accordance with Section 906 of the Information Management Act (2019/28). The City of Kankaanpää constitutes the information management unit referred to in the Act.
The purpose of the document disclosure description is to provide the city's customers with a general description of how the document register and service information management of the city of Kankaanpää are structured. In addition, the description aims to help customers direct their information requests to the correct authority and to identify the content of the information request as required by the Freedom of Information Act (621/1999).

Information requests
Everyone has the right to receive information about the authority's public document in accordance with the law on public authorities' activities (621/1999).
Requests for documents concerning the City of Kankaanpää are directed directly to the responsible official or department. Information request for a public document
It is a good idea to specify the information request as precisely as possible to make it easier to find the document. Information request for a confidential document
When requesting information about a confidential document or documents that can only be disclosed under certain conditions, the person requesting the document must state the purpose of the information and be able to verify their identity. The municipality may also request other additional information from the person requesting the document if it is needed to clarify the conditions for disclosing the information. Requests for information about confidential documents must be made in writing using the municipality's information request form or the electronic services form. Using electronic services in this service requires strong authentication. Time limits for processing information requests
Information about the public document will be provided as soon as possible, no later than two weeks after the request for information is made. If the processing and resolution of the case require special measures or a larger workload than usual, information from a public document will be provided or the case will be resolved within one month at the latest from the request for information. Also, the processing time for handing over confidential documents is a maximum of one month.
Depending on the type of document, the municipality may provide the requested information either electronically, on paper, or the documents may be inspected on site. The sender of information requests submitted on paper must identify themselves either when submitting the information request or when picking up the information in person at City Hall.
Information service regarding social and healthcare customer data
The responsibility for organizing social and health services in the city of Kankaanpää has been transferred to the Joint Municipal Authority for Basic Services of North Satakunta as of 1 January 2015. With the change, the Joint Municipal Authority is also responsible for handing over documents in its possession, so requests for information regarding social and health care customer data should be addressed to the Joint Municipal Authority for Basic Services of North Satakunta (PoSa). Right to inspect personal data – right to access information Article 15
The data subject has the right to obtain from the controller confirmation as to whether or not personal data concerning him or her are being processed. The controller shall, upon request, provide the data subject with a copy of the personal data processed concerning him or her.
If the controller does not take action on the data subject's request, the controller shall inform the data subject without delay and at the latest within one month of receipt of the request of the reason and written evidence thereof. In addition, the data subject shall be informed of the possibility of lodging a complaint with a supervisory authority and of exercising other legal remedies.

Correction of personal data – right to rectification Article 16
The data subject has the right to demand that the controller rectify inaccurate and incorrect personal data concerning the data subject without undue delay. Taking into account the purposes for which the data have been processed, the data subject has the right to have incomplete personal data completed, including by providing additional information.
If the controller does not accept the data subject's request for rectification, he or she must provide a written certificate stating the reasons for not accepting the request and the possibility of lodging a complaint with a supervisory authority and of using other legal remedies.

Saving and processing requests
Requests for the inspection and correction of personal data and requests for information pursuant to the Freedom of Information Act are registered in the municipality's case management system, after which the requests are directed to the officials handling the matter for resolution. Only those handling the matter have limited access to the data. The Data Protection Officer guides and advises on the processing of the request process, if necessary.
Right of appeal
The data subject has the right to lodge a complaint with a supervisory authority if the data subject considers that the processing of personal data concerning him or her infringes the EU General Data Protection Regulation. The right is based on Article 2016 of the EU General Data Protection Regulation (679/77). The supervisory authority in Finland is the Office of the Data Protection Ombudsman.
