The purpose of the Council for the Elderly and Disabled is to promote the well-being of the elderly and disabled by increasing interaction among the elderly and disabled, by being a two-way communication and discussion channel when planning, discussing and deciding on matters concerning the elderly population and the disabled locally or regionally, and by presenting the perspective of the elderly population and the disabled in social debate. The Council for the Elderly and Disabled is a channel for municipal residents to participate and influence, especially in matters concerning the elderly population and the disabled.
The task of the Council for the Elderly and Disabled is to:
- Promotes cooperation between authorities, elderly people, disabled people, and pensioner, elderly care and disabled people's organizations.
- Promotes the participation and influence of older people and people with disabilities in municipal decision-making.
- As the Council for the Elderly and Disabled, it issues statements, makes proposals and initiatives on matters that are relevant to the well-being, health, inclusion, living environment, housing, mobility or performance of daily activities of the elderly and disabled, or to the services needed by the elderly and disabled.
- Participate in the preparation of a plan to support the elderly and disabled and in the assessment of the adequacy and quality of services.
The Council does not have the decision-making power specified in the Administrative Regulations.
The Council for the Elderly and Disabled consists of 10 full and deputy members, who are appointed by the City Government on the proposal of pensioners' and/or disabled people's organisations and other organisations representing the elderly/disabled. In addition to the full members, the City Government appoints 2–4 people as representatives of the city and 1–2 officials from the Satakunta welfare region involved in work with the elderly and disabled. The Council for the Elderly and Disabled may also invite representatives of the city and the Satakunta welfare region to its meetings as expert members as needed. The term of office of the Council for the Elderly is four years.
