Central municipal election board

According to Section 4 of the Municipal Election Act, the council must appoint a municipal central election board in the municipality, which consists of five members and the necessary number of alternate members, but at least five. The alternate members must be appointed in the order in which they replace the members. The members, of whom the council must appoint one as chairman and one as vice-chairman, and the alternate members must be elected for four years at a time from among the eligible municipal members in such a way that, as far as possible, they represent the voter groups that have appeared in the municipality in the previous municipal elections. The chairman and vice-chairman are elected in the same election. (Municipalities Act, Section 20).

Electoral Commission for proportional representation elections

Trustees can also be elected using the proportional representation method. Using the proportional representation method guarantees that candidates are elected in accordance with the power relations between council groups. The proportional representation method may be used when electing two or more trustees to an institution, including when electing the presidium. Section 105 of the Local Government Act provides for the conditions for holding a proportional representation election. The council elects an election committee for its term of office to hold proportional representation elections. The committee has 5 members and each has a personal deputy.
