Public procurements
All municipalities, joint municipal authorities and municipal procurement units must comply with the Procurement Act in their procurement.
The procurement threshold refers to the highest possible estimated value of an individual procurement. The estimated value also determines whether the procurement is subject to a national procedure or an EU procedure. Changes to the Procurement Act usually also affect the thresholds. EU thresholds change every two years. The current thresholds can be found at procurement.fi from the website.
The mayor and the director of the service centre under the board decide on procurement decisions within the scope of the City Government and the board, which are below the national thresholds set out in Section 25 of the Procurement Act (so-called small procurements to which the Procurement Act does not apply). The institutions may, by decision, transfer the decision-making power for procurement decisions within their scope to an official. The maximum values of procurements are laid down in the administrative regulations.
