Home » Work and Business » Rural services

The Kankaanpää cooperation area of the Rural Administration provides rural business administration services to rural entrepreneurs. The main task of the rural business authorities is to process applications related to agricultural practice in accordance with the European Union's Common Agricultural Policy and national subsidies. The cooperation area includes the cities of Kankaanpää and Parkano and the municipalities of Jämijärvi, Kihniö and Pomarkku. The city of Kankaanpää is responsible for administration and customer service is provided at all service points in the contracting municipalities. The rural authorities of Jämijärvi and Parkano operate under the service of the city of Kankaanpää. Wild fescue and green collar grass are becoming more common

Wild millet has been found in fields in our area. It is at least as harmful as wild oats, if not worse, a weed. Wild millet has been found in landscape, meadow and grassland plant mixtures of foreign origin. A single specimen can contain up to tens of thousands of seeds, so its spread is very rapid. It effectively uses the soil's nitrogen reserves. The roots of wild millet secrete chemical compounds that inhibit the growth of other species. Wild millet can grow very tall, up to 170 cm.

The method of control is to uproot the plant. The same substances can be used for chemical control as for control of wasted oats.

Picture of wild millet

The upper picture shows wild millet, the lower one shows green collard grass. Pictures from the Finnish Food Authority website.

Green collard grass picture

The inflorescence of green collar grass is a “foxtail” 4-8 cm long multiple spike. Green collar grass grows to a height of 20-50 cm. Control methods are the same as for wild millet.

Farmer, don't buy yourself a waste oat problem!

Every effort should be made to reduce the costs of cultivation, but using untested seed can be surprisingly expensive.

The Finnish Food Authority recommends using officially inspected or certified seed in your crops. Using uninspected or so-called grey seed can lead to a weed or waste oat problem in your fields. The quantity and quality of the harvest can also be reduced and lead to financial losses. There have been several cases in our area where waste oats have come to the farm along with grey seed. And it is completely immoral to sell uninspected seed to another farmer if there are still waste oats on the farm.

When using unverified seed, the responsibility for any problems and losses caused by the seed used always remains with the user of the seed. In the sale of certified seed, the farmer is entitled to compensation if the seeds do not meet the requirements laid down in the Seed Act (600/2019).

The marketing and sale of uninspected seed is prohibited by the Seed Act. Marketing also includes seed trade between farms. Marketing is supervised by the Finnish Food Authority and the ELY centres, and illegal sales may result in a penalty payment. If you encounter or suspect illegalities in the seed trade, you must report them. Using the form found on the Finnish Food Authority's website.

Only packing plants approved by the Finnish Food Authority, of which there are currently 140 in Finland, are allowed to pack seeds for sale. 30 of these packing plants have a permit to pack organic seeds. A list of approved seed packing plants can be found at From the Finnish Food Authority website.
