Customer fees

The client fee is determined as a monthly fee per child based on family size, income and the selected care time slot. If the child lives with their guardians on a rotating basis, the fee is determined based on the income of the family with whom the child lives in Kankaanpää according to the population information system.

A family includes people living in a joint household and their minor children living in the same household.

From August 1, 2026 The highest fee for the youngest child in full-time early childhood education is 335 euros per month (311 euros per month until 31 July 2026) and 40% of that for the next child, but not more than 134 euros per month (124 euros per month until 31 July 2026). The fee for other children is 20% of the full-time fee for the youngest child. Monthly fees of less than 32 euros (30 euros until 31 July 2026) are not charged.

Families can estimate their client fees using the Early Childhood Education Client Fee Calculator link. The calculator calculates the estimate based on full-time care (151 hours per month and more).  The calculator uses the fees and income limits in effect as of August 1, 2026.

Monthly payment calculation formula: total gross monthly family income – income limit x payment percentage 10,7%.

If the family size is larger than 6, the income limit is increased by 295 euros for each additional minor child in the family.

Early childhood education uses an automatic Income Verification message function. The family is sent a request to submit new income documents via email and mobile phone when one year has passed since the previous income verification. The family will receive a new payment decision if the payment changes due to the income verification. The family can inform the early childhood education office that the maximum payment according to the hourly gap may be charged and no income documents will be requested in that case.

The customer fee is also reviewed after the family reports changes, such as a change in ability to pay, hours, or family composition.
Changes to contact information (email and GSM) must be reported to the early childhood education office by email at [email protected] or updated in the Edlevo application.

An automatic overtime calculator has been introduced for billing. In billing, the overtime calculator checks whether the hours actually used exceed the reserved hours and, if necessary, the excess is invoiced for the month in question. The fee is determined by the fee percentage for the hourly gap in which the hours fall. For preschool children, the preschool time between 9 a.m. and 13 p.m. is deducted from the billable time.
The method for calculating billable time is as follows:
Treatment time booked 6:30 a.m. – 3:30 p.m. = 9 hours, actual treatment time 6:45 a.m. – 4:45 p.m. = 10 hours, billable time 6:30 a.m. – 4:45 p.m. = 10 hours 15 minutes.

Reporting income

To determine and verify the payment, the family must submit proof of income by the date stated in the service decision or in the email/text message they received by post to the City of Kankaanpää, Early Childhood Education, P.O. Box 36, 38701 Kankaanpää or by email to [email protected].

Since the beginning of 2020, the municipality has had the right to use income information in the Incomes Register for the purpose of determining certain income-related customer fees. The information in the Incomes Register can be used, if agreed with the customer, to the extent that it is in the Incomes Register. The customer must provide supporting documents for other income, such as business and capital income. Checking information in the Incomes Register requires written permission from the customer, which is valid for one year at a time.

The deduction from income includes the maintenance allowance paid by the person liable for maintenance (proof must be provided) and other similar costs arising from actual family relationships, as well as any benefit paid in cash (attribution).

In the absence of income information or written permission, the maximum fee according to the hourly rate will be charged.

The family will receive a message about the customer payment decision via email and text message. The electronic decision is available for reading. Edlevo in the application.
