Private early childhood education and service voucher
Private early childhood education follows the Early Childhood Education Act and the principles of the Early Childhood Education Plan, just like municipal early childhood education.
A service voucher can be issued for the provision of early childhood education for a child living in Kankaanpää in a private daycare center that has been approved as a service voucher provider. The service voucher is equated with early childhood education provided by the municipality, and the child cannot simultaneously receive home care support or private care support and be in municipal early childhood education. There is no subjective right to a service voucher.
Applying for a service voucher
The service voucher is applied for using the service voucher application via electronic services. Before applying for the service voucher, the guardian must contact the private daycare center and agree on a place for the child to be cared for. The electronic application will be acknowledged by the guardian's email. If this acknowledgement is not received, the email has been redirected to spam. The guardian must allow mail from the address [email protected]
The service voucher must be applied for four months before the need for care. If the need for care is due to sudden employment or study, the minimum arrangement period is two weeks. The voucher cannot be applied for retroactively, and it is granted for a care relationship lasting at least one month.
The service voucher is income-related. To determine the value of the voucher, the family must submit income information to the early childhood education office.
Since the beginning of 2020, the municipality has had the right to use income information from the Incomes Register to determine certain income-related customer fees. Incomes Register information can be used in agreement with the customer when there are no other sources of income or the customer provides supporting documents for other income. Other income includes, among others, business and capital income.
Checking information from the Incomes Register requires written permission from the customer.

The income deduction takes into account the maintenance allowance paid by the person liable for maintenance (proof must be presented) and other similar costs arising from actual family reasons, as well as the benefit paid in cash (at fault).
A decision on the service voucher will not be made until income information has been submitted or the family has indicated that they accept the highest deductible. The deductible for early childhood education in a service voucher daycare center is the same as the client fee in municipal early childhood education.
The decision on the value of the service voucher is made at the education center and the decision is sent electronically to the Edlevo application for information to guardians.
The link to the application is on the right side of the page in the Links section, the Edlevo web version, which requires strong authentication.
In the menu of the Edlevo application, at the top right, there is a Decisions module with service decisions. On the right side of the decision row, there is the date of the decision and a Download icon, which opens a PDF file.
The mobile version of Edlevo is available for Android and iOS devices. The app can be downloaded from the app store under the name Edlevo.
The decision will be available for reading in the application approximately 10 minutes after the notification.
The customer must maintain their contact information through the Edlevo application or notify of changes to contact information by email, [email protected]
The value of the child's service voucher is reviewed annually. For the review, the family is asked for income information. However, the family must voluntarily notify the city when:
- the family's ability to pay has changed significantly (+/- 10%)
- the child's early childhood education time changes
- the value of the service voucher turns out to be incorrect
- Family circumstances have changed.
