private road

In the 2023 budget approved by the Technical Committee and the City Council, an appropriation of 211 euros has been reserved for the Other Municipal Engineering service package for the maintenance of private roads and assistance to road departments, which is divided as follows:

  • A total of 93 euros in operating expenses for the maintenance of private roads maintained and plowed by the city (purchase of services and materials).
  • 118 euros to assist with the maintenance of private roads.
  • No funds have been allocated for private road improvement and investment projects in 2023.

Schedule:

April 18.4.2023, XNUMX Private Road Information Material (PDF)

The following criteria must be met for assistance under the Private Roads Act (560/2018):

  • A road authority has been established to handle road-related matters.
  • Information regarding the road municipality and private roads in the private road register (Land Surveying Office) and
  • information in the road and street network information system (Finnish Transport Agency's Digiroad) are up-to-date as required by Section 50 of the Private Roads Act.
  • The road authority may not obstruct occasional traffic on its roads with traffic signs or in any other way.
  • In addition, the city requires that road districts receiving assistance have held road district meetings annually.

The city recommends that road municipalities also add/update their information to the Finnish Forestry Centre's register, from which the Forestry Centre can provide information to other forest and private road operators.

Maintenance assistance can be granted to road municipalities whose private roads meet the following criteria:

  • Maintenance assistance can be applied for for the part of a private road used by permanent settlements.
  • The minimum number of properties in permanent residential use is one and the minimum length of the assisted private road is 300 m.
  • In addition, assistance can be applied for on significant thoroughfares or other roads with significant traffic.
  • For a through road between two public roads or another road of significant traffic importance, assistance may be granted for the entire length of the road.

All costs of maintenance measures on private roads are eligible for subsidized maintenance costs. The subsidy is paid on maintenance costs subject to VAT.

Amount of grant

The maintenance subsidy granted by the city to cover the actual costs depends on the traffic significance of the private road, based on which private roads are divided into 3 maintenance categories.

Treatment categories:

  1. A through road with significant traffic or a road with significant traffic, through roads or private roads with at least 8 permanently inhabited properties along them
  2. Private roads with 3–7 permanently inhabited properties along them
  3. Private roads with 1–2 permanently inhabited properties along them

The amount of maintenance grants granted to road districts depends on the number of applications and the amount of grant allocation granted in the budget approved by the city council. The grant granted to each maintenance category may not exceed the maximum grant share granted to that maintenance category (percentage of approved actual costs). The size of the grant shares granted to the different maintenance categories of the city is decided by the technical committee.

The maximum amount of maintenance grant in €/km to be paid for each maintenance category will be calculated after the applications have been submitted. The grant is calculated based on the available budget, the total lengths of roads belonging to different maintenance categories, and the weighting factors of the maintenance categories.

Road classifications are being refined and the classification can also be changed if necessary based on the information in the applications, for example if the number of inhabited properties changes.

The city's maximum contribution rates (weighting factor) for roads of different maintenance classes are:

– Treatment class 1: 85%
– Treatment class 2: 70%
– Treatment class 3: 50%

A road district may include one or more private roads. The same road district may include roads of different maintenance classes.

The new subsidy system will be implemented from 1.5.2023 May XNUMX. Decisions on subsidies for private roads will be made by the technical committee.
